Who regulates the internet? Personally, do you think there should be internet censorship? Why?

Based on what I've got in Google, there is no one who regulates the Internet, no any governing body or organization that regulates it. It can be considered as a ‘self-regulating’ body, meaning that the Internet Service Providers are given the responsibility of monitoring and regulating content.

I think yes. Internet censorship or web filtering is occurring in many countries around the world. There are differences between the level and type of censorship for different countries. The main reason of Internet censorship is to protect us, the Internet users. There are a lot of users who misused the Internet to post something that are really sensitive nowadays. The sensitive issues included hate speech, sex, violence and others. The society is now greatly affected by what you’ve seen on the Internet. They’ve misused their rights to voice out whatever they wanted to, without thinking properly. Things posted by people can really harm to some others. By the way, there are many Internet users who are still under 18 years old. Not too long ago, many naked pictures are showed and being shared all around the Facebook. And now the violent video of a young husband towards his wife is now everywhere on the Internet. Many people are sharing and talking about it. How would your children feel when they sees these? Will they learn from them? Hopefully not. And this is seriously bad. :/

Who regulates the internet?
I think there’s no one regulating the internet. Because the internet is just run by multiple people who web sites. The government is trying to regulate it but they haven't succeeded yet. What I can get from internet research, there is some internet regulation groups. Example: The Internet Society, the Internet Architecture Board, Internet Engineering Task Force, InterNIC, PFIR-People for Internet Responsibility, ICANN.org.

Do you think there should be internet censorship? Why?
My answer will be no. Actually the internet already has censorship. I don’t think the internet needs anymore censorship. Yes, maybe it might need more, but it must have a limit there.  I opposed censoring the internet. Why? It should fall under the freedom of the press and freedom of speech. Everyone should be allowed to post whatever they want.

Who regulates the internet? I’m not very sure about it but I think no one regulates the internet. But after I do the research, I understand that the Malaysian Communications and Multimedia Commission (MCMC) have the right to regulation of the communications and multimedia industry. This mean that MCMC can regulates the internet. The Commission is also charged with overseeing the new regulatory framework for the converging telecommunications and broadcasting industries and on-line activities.

Personally, I think that there should be an internet censorship since nowadays there are too many uncomfortable website can be easily to search such as pornographic website and some other negative educates website. It will directly influence kids mind and may destroy their childhood and future. So, I think that internet censorship should be implementing.

I believe that there is no one who really regulates the internet. Although the government is trying to do so but actually they have not succeeded. Internet is free as everyone can build a website and post anything they want to. So, it is quite hard if you really wanted to regulate or control the whole of it. However, there are some internet regulation groups that always work behind the scenes for keeping everything run semi-smoothly. ICANN (Internet Corporation for Assigned Names and Numbers), a technical coordination body for the internet. The Internet Architecture Board, responsible on internet standards and oversight. PFIR-People for Internet Responsibility, the people are concerned about the present and future operations, development, management, and regulation of the internet. The Malaysian Communications and Multimedia Commission (MCMC), a regulator for the converging communications and multimedia industry in Malaysia.

What I prefer is the internet censorship should be there as we knew that it is hard to prevent the sale of snuff movies or pornography. Anonymous everything on the internet creates a huge opportunity for the criminals to abuse the medium. But I think that the internet filter can be improved and allows for a more open, fair or honest opinion on what should be filtered, provided with a warning or remain open.

From what I understanding on this http://www.guardian.co.uk/media/2012/aug/29/prince-harry-naked-pictures-mandelson article provided by lecturer ,I think "Internet  censorship" is also one of the serious issues we need to take care and aware about it. For sure, this is not only the first time this issue happend around us but also will getting worst if we just leave it .At the end ,the situation still remain same.

From what I get from the research ,there is no central Internet governing body, or a King of the World Wide Web so to speak, there are Internet regulation bodies that work behind the scenes to keep everything running semi-smoothly. Which mean, no specific person incharge with Internet censorship and here are the main Internet regulation entities:

Internet Regulation Groups

The Internet Society : Provides leadership in addressing issues that confront the future of the Internet, and is the organization home for the groups responsible for Internet infrastructure standards.

The Internet Architecture Board : Responsibilities include Internet standards and oversight.

Internet Engineering Task Force : A large open international community of network designers, operators, vendors, and researchers concerned with the evolution of the Internet architecture and the smooth operation of the Internet. It is open to any interested individual.

InterNIC : Provides public information regarding Internet domain name registration services.

PFIR-People for Internet Responsibility : A group of people concerned about the present and future operations, development, management, and regulation of the Internet.

ICANN.org : The Internet Corporation for Assigned Names and Numbers (ICANN) is a technical coordination body for the Internet.


For me ,I personally think there should be internet censorship. In order to mandate  the neutrality of the Internet has been subject to fierce debate around the world,Internet regulation is basically restricting or controlling access to certain aspects or information. Internet regulation consists of: Censorship of data, and controlling aspects of the Internet such as domain registration, IP address control and more. For my conclusion I agree with "Internet Censorship ".

Who regulates the Internet? It's a tough question for me because I not sure about it. So, I did some research through internet, there is not a specific person regulates the worldwide network system. But still have some internet society work behind the scene who incharge the internet laws' and the rules of the internet.

My answer is yes. There should be Internet censorship in some certain part becuase internet should need a person to filter and to prevent those biased news, harmful website and controlling aspects of the Internet, such as domain registration, IP address and more to prevent the hacking issue. Nevertheless, Internet consorship should be a limit and not too over it, internet is free to all of us.

Who regulates the Internet? In my research through Internet, there is no specific person or organization that regulates it but there is some related information can be found in MCMC site. 
Regarding about the censorship of Internet, I personally think that there is no answer for it. It can be yes or no in certain way. Internet censorship should be practice but in a positive way. I agree that things In the internet should be filter to prevent unneccessary rumours spreading out but in the same way things posted in the internet could be mediate and we might not know the real truth. It is a very subjective question to be answered. Anyhow, censorship should be practice but not over do it.

It's indeed a tough question as Internet is a worldwide system of interconnected computer networks and to actually assign who to regulate the Internet globally, it's a another tough decision to make. So my answer is, no one. However, there are organizations and groups out there who work behind the scene to keep everything running almost-smoothly for us, Internet users. Personally, I think there should be Internet censorship because people living in the society these days tend to abuse it for personal pleasure for example, accessing porn sites, finding ways to hack another network etc. However, there should be a limit for Internet censorship because after all, the Internet ought to be free for everyone.

Who regulates the internet? I'm not too sure about it, but through what I've learnt in my Online Advertising class, I think that Malaysia Communication and Multimedia Commision (MCMC) regulates it. So, I've search at google and found this at their website, "The MCMC regulates and promotes the communications and multimedia industry encompassing telecommunications, broadcast, Internet services, postal and courier services, and digital certification."

In my opinion, there is certain part that needs to have internet censorship. This is because all information are free in the internet. Means, there are all sorts of things we could see, including negative stuff such as porn besides the informations around us. I think that those negative things that are in the internet should be censored because it will product negative community and increase crime rate too. Nowadays, kid are so smart that they can just surf the web and see all kind of things they want, so it's pretty dangerous for them to learn it as it will definitely affect them mentally. By all means, internet censorship should be establish for harmful websites/information.

In my opinion, it is somehow irresponsible to blame Facebook for all the privacy issues. It is totally user’s own choice to use it (Facebook) or not. Users are also given total freedom of making choices  such as: what apps to be use, what photos to upload, who will be allow to view user’s status updates, who can view user’s photo, which photo album will be set to “public” and which one not…etc. Hence, we can see the decisions made are all ours, not Facebook decide for us. About the Facebook’s face recognition technology and auto- tag photo function, there are totally not something that will cause user’s privacy being exposed. As I mentioned earlier users have the total freedom to choose what photos to upload. If some cases happened like for example somebody’s naked pictures being exposed and Facebook auto tag him/her in those photos, rather than blaming Facebook for that he/ she should think about why are those photos on Facebook. So, should we blame Facebook’s fancy technology making our privacy being exposed, or blame ourselves for not taking caution on our own privacy?

Personally, I’m using Facebook mainly to communicate and interact with friends, group discussion, and sharing funny pictures. I’m not worry about privacy issues as I know what can be share and what not. Of course, I will remain using Facebook.

Are you aware of this? Would you still stay on Facebook after knowing this?

I'm always paying attention to this issue as I think privacy is really important to all of us. Everyone has their right to privacy, respect your private personal life, but you must also respects the rights of other people too. 

Some people described Facebook as "the end of privacy". I think not only Facebook, but also other social networks as well. There are many smartphone apps for you to share your things with your friends nowadays. Many of the users linked these apps with their Facebook, which means that what they're sharing are going to appear on their Facebook too. Moreover, there're a lot of people who likes to "check in" wherever they go. This is actually dangerous, especially for the females. Sharing your location data is highly discouraged. Others can get your latest information easily just by viewing your Facebook profile. Who knows some may secretly monitoring you, even your friends? People will think that "you willing to share, we willing to see." If you set your profile as 'public', it is basically means that you're revealing everything to almost every Internet users in the world. However, this doesn't means that others have the right to 'share' your things publicly without your permission.
Yes, I will still stay on Facebook. It has become parts of my life, and my online newspaper as well, but of course, with a lot of fake news and rumors. It is a good platform for us to communicate with our friends. We can easily make or plan for gathering. We can always have discussion via Facebook, with no limits of time and number of people, and it's free! I can still connect with my primary and secondary school classmates via Facebook and I even found a long-lost-kindergarten-mate that have not been met in the past 10+ years. And of course, like others, I'm having discussion groups and consultation groups in Facebook. In other way, we can also keep our memories like pictures, videos or conversations between you and your friend in this virtual world. 

What I can do now is just...less posting, putting less personal information, set the privacy to only friends or custom. Well, there's also some settings that are fixed to public, like the cover photos and your current profile picture. Other than that, everyone in my Facebook friend list is those that I know in real life. Although we know the disadvantages of Facebook but we're still using it. This is what we chose by ourselves. This is a bit contradicted but... this is life!

Facebook is one of the top social networking sites and also platform of communication among us. Like it or not, Facebook is going to be a permanent fixture in the social landscape for years to come. For me, I sign in as facebook users since two years ago. But nowadays, facebook privacy problems are on the rise. For sure, as a Facebook users I am always aware about this issue.

Based on what I understanding form Article : Facebook's Privacy Issues

According to the consumer reports," Issues covered by the influential consumers watchdog group included updates on data leaks,hacks,scams and the like,while featuring a separate report focusing entirely on Facebook and how the social network deals with privacy,security and the very personal information we so willingly share."


As you can see,some of them don't use privacy controls for their Facebook account.For me,I will delay the friend request if I don't know that person.Usually,I will restricted my post or picture as friends view only to prevent hacker using my picture all those things.But,the truth is even you have restricted your information to be seen by friends only, a friend who is using a Facebook app could allow your data to be transferred to a third party without your knowledge.So,we can't do anything for this problems.

Ya ! Facebook becomes my daily activities and I need Facebook to chat with my (family/friends),share my personal post,doing assignment discussion with my friend, getting know the recent news and etc.For sure, I will continue using Facebook after knowing this issue.

Through reading the article. Facebook's privacy issue are on the rise. This issue become a hot topic in these years and also become a chat topic when I gather with my friends. When Facebook established in 2004, don't have this problem  and maybe that time quite less people know and sign up facebook. Even I also the person who don't face or worry this kind of issue. After facebook become a famous website since these years, I strongly aware this issue and we know privacy are so important to us. In my ways, I set my profile to friends' viewing only mean that those people who are not your friends need send the request for you and waiting you comfirm their request. If you not willing accept the friend request, you can click '' delete request''.
Although this issue is quite serious and dangerous for us, I will still stay on Facebook. As I said, Facebook become a famous social network in our society life. Through using Facebook, I can keep in touch with my primary and secondary classmate. Facebook also a important education tool in my uni life. I always have a discussion  for my assignment and attach the files. Even some of lecturers are using Facebook to communicate and update the latest news for us.

Now, we just have to accept this fact and aware our privacy in social network. And I belive that are lot of us after knowing this issue, also will still stay in Facebook.

There are so many social networks, Facebook is consider one of the most popular sites.

According to AP-CNBC poll, more than half of those surveyed, 59 percent, said that they had little to no trust that Facebook would keep their information private. 54 percent of the survey, the study found that there are 1,004 respondents would not “feel safe at all” when purchasing goods and services through the world’s largest social network. No matter how Facebook does, the privacy concerns still the biggest threat to user’s trust. Facebook has become a worldwide photo identification database, which can make your privacy expose to the world. Other words, we have no privacy once we started using it. We only can prevent but not really protect all our privacy.

However, most of the users do not quit Facebook even though we know about this issue. We are still continue using it and share our most personal information. The social network keeps on growing. It is still one of the most popular sites for the internet users for sharing personal information, photos or doing business. As Facebook users have increased, it has no longer be a platform for us to contact or communicate with others. As a student, we cannot deny that it is easier for us to share opinions or discuss all the projects and assignments when we cannot get together. So, it is still very important for me right now and I am still will continue using it as long as it is useful.

I signed up for Facebook about three years ago and that time I was secondary school, no one (I mean around my friends) will concerned about the Facebook’s privacy, can say that many of us just like to receiving the gratification when we are on Facebook. But now people are more concern with their privacy on Facebook. Based on what I understanding from this article, it change my impression on Facebook and strongly aware me be wary of these privacy, no choice but I need to set my privacy as “to be view by friends only”. We also must know our limit, always be clear that like hand phone/address is not suitable to post on Facebook.

Actually most of the people think is private on Facebook but are public by default include Google search results and some other search engine can letting people know your information. But if your basic privacy settings are set to “Friends” you’re already covered.

Browse to Account> Privacy setting, then click on “Friends”, middle column.

This is the quickest and easier way to protect your basic privacy needs on Facebook. There are many other important security features and privacy concerns to note, but this is decent, quick solution. Being with these method other people will unable to search about your information via search engine.

For me, I think I will continue to stay on Facebook because Facebook had become a platform for me to have group discussion about assignment and I also using Facebook as my communication tool to communicate with someone that I unable to meet and discuss about some formal meeting (using FB is free compared to hand phone). Facebook also allow us to share your photos, video, status, and some information. And it has become a very important social networking for me, even I had already known this privacy issue. Truth, I think that many of us cannot stay without Facebook nowadays.

Topic Discussion 2: Facebook's Privacy Issues [by Chee Jenn Yi 1112702243]

Upon reading this article, it seems I'm not the only one who's aware of Facebook's privacy issues. Regarding the awareness, yes, no doubt that I'm truly aware about this issue. Back in 2011, there was an issue where contact numbers of your friends will be revealed when you alter the setting of your Facebook account. Please refer to THIS article for more information. However, since Facebook has been making changes in these years, I think this matter has been taken care of but thanks to this issue for triggering my awareness on the privacy issues on Facebook. Since then, I've a whole new different impression on Facebook for publishing our personal informations and with that, I've no choice but to set my profile for friends' viewing only.

I've known this and initially had plans on quiting Facebook but to no avail as it's becoming the most dominating social network to keep in touch with friends and family in our society now. I'll still have to keep my account to catch up with people around me especially when we use Facebook groups to discuss on group assignments with our course mates. Therefore, for the sake of keeping in touch with the society, I'll still stay on Facebook.

Topic Discussion 2: Facebook's Privacy Issues [by Michelle Tan 1112702287]

Based on what I've read and understood in the article given, I'm always aware of Facebook's privacy issue. Since FB is connected around the world, that means that our privacy are all around. As for myself, I know my limits. I can post anything I like, like photos, videos, statuses but I always set my privacy as 'to be view by friends only'. Moreover, it is definitely a NO for me to post handphone number and address. I find it really dangerous posting them, and if I see my close friends do so, I'd also advice them to take it off. I just don't want my friends and myself being harm unknowingly.

 In order to track our login, we can also check them at our FB; Accounts Settings > Security > Active Session (here we can see which device we used and type of browser as well as time and location of login). This is how we can keep track to avoid 'unwanted' people who hack our account.


After knowing this issue, I will still stay on FB because FB is a place where I have my groups assignment discussion, class group where all announcements and notices will be posted there. Besides that, I also have my clubs groups and all sort of friends group (like highschool friends groups and so) in order for me to connect. My chat box is also used as an instant email where people send me attachments and stuff. Therefore, I think that FB is a very important tool for me in serious formal matters. If I were to deactivate my FB, I think I'll be a pity-patty out there.

Basically, I've heard of some similar stories about facebook's privacy issues for quite some time and I am aware of it. Off and on, you'll see an article or news about this privacy issues, so it isn't a new issue to most of us. Knowing this issue is a very scary thing because it tells how dangerous it is for us to share our personal stuff in facebook. Without knowing it, our information might leak out or being eye by someone. It is indeed dangerous but people are still using it, including myself. 
Few months back, I did plan to stop using facebook due to the big amount of weird news shared by users and also privacy problem. But get to know it that facebook is consider one of the best platform to be connected with friends and family and it is also very useful for group discussion. Thus it is hard for me to leave facebook at this stage where I am still a student and needs to be available for discussion most of the time. But in future, I will consider if things really gets bad. 
We just have to accept the fact that we are being secretly expose. Thus, the only thing I can do now is to have a proper privacy setting in facebook to reduce the risk though it cannot be 100% secure.

What is ACT114A ?


From my understanding, Section 114A," Presumption of Fact in Publication" is the second of two amendments made to Malaysia’s Evidence Act 1950.The recent amendments made have consequences for everyone ( individuals, corporations or enterprises) who uses the network, computers, or mobile devices.
Section 114A deals with allegedly illicit or harmful content the amendment enables law enforcement officials to swiftly hold someone accountable for publishing seditious, defamatory, or libelous content online for example : Facebook, twitter, blogspot and etc.

How would ACT114A affect you?

For sure, this section not really affect me at this moment. But then we also need to know how to prevent this issue happen in ourselves. "Prevention is better than cure" this is what I always did. For safety , I will always logout my account to avoid being attacked by hackers by using my username, electronic device or WiFi network. If not I will be the people who accountable for publishing content online under Section 114A.Besides that ,I will always beware what I did and post in Internet.

Does it really matter?

Absolutely Yes! Nowadays, Internet becomes part of our life. Everyone are using their network to studying, working, blogging all those things. In fact  if our account misuse by someone or hacker, we need to be responsible what they did under Section ACT114A.

Should you be concerned?

Of course I need to concerned this issue because nowadays internet or networks also a way to communicate with others. Besides, Section 114A threatens the right to freedom of expression.We also need some space to utter our opinion. What is ACT114A?
Based on my understanding, Section 114A referred as the Presumption of Fact in Publication. It is a new amendment to the Evidence Act 1950. This law will affect who presumed to have published or re-published offensive issues. It should be concern by everyone who interacts with the internet, from Facebook users and bloggers to commentators on online news portal and even casual users.

How would ACT114A affect you?
Until now it doesn’t really affect me. But after search the details about these
ACT114A, it strongly awake me be wary of these new amendment. Don't think we are the innocent netizen is safe as long as we're not the one writing potentially offensive comments or sending out some sensitive issues. According to ACT114A, it considers as a guilty and from now on, you're guilty until proven innocent. So, I will take more alert and responsible about what I post.


Does it really matter?
Not many people are aware of the ACT114A. Many do not know what they are too. But in my own opinion I think it is really should be concern. Because the amendment law will have serious implications on internet use as the owner of a site or device is presumed guilty and has to fight to prove his/her innocence.


Should you be concerned?
Yes. Because this is very seriously issues in nowadays.
Let’s say if an anonymous post content said to be offensive on my Facebook wall, or if someone use my WIFI account and uploads a controversial document, I will be immediately deemed the publisher of the content and subject to prosecution under the relevant laws. Although it was very unfair for those innocent but at the moment it also catch up many irresponsible people who posted these all offensive issues.

What is ACT114A?
ACT1114A, also name as Section 114A, “Presumption of Fact in Publication”. It’s a new amendment to the Evidence Act 1950. The amendment that passed in parliament in April 2012 declares that any owner, administrator, host, editor, subscriber of a network or website, or owner of a computer or mobile device is assume to have published or re-published its contents. The law will impact everyone which is from individual users to businesses.
How would ACT114A affect you?
As the law has been announced, we will not know how it going to apply, but how would ACT114A affect? If let say, normally nowadays people using smart phone, they log in their facebook or twitter account automatically in their phone. What happened when someone use their phone to post something which is very sensitive issue? But it’s not origin comment from the owner but from other people. Under Section 114A, the person is guilty of publishing the tweet/status and can be sued. He/she needs to prove he didn't do it.
Does it really matter?
That is absolutely does matter every one of us. I believe everyone know that there is a lot of enemy or haters around us. They could use this law as their weapon to harm anyone of us. It’s very dangerous and guiltlessness if this really happened.
Should you be concerned?
Undeniably, I’m very concerned about this issue because the probability of me and even others internet users will be affected by this law. The law can cause the cons and pros, and obviously it cause cons more than pros, so, we should concern about this issue, not only me.

Topic Discussion 1: ACT114A [by Ho Zhuan Han 1112700654]

Section 114A is a new amendment to the Evidence Act 1950. This law will impact to all the internet users which presumed to have published or re-published illegal contents. The amendment gas wide-ranging reach and extends to practically everyone who uses any Internet platform, from e-mail and social media, to blogs and online media from a computer, laptop or mobile device.

Actually, it is a serious issue for all the internet users cause even though we have set the security for our accounts but we can easily been hacked. For the blogs and forums, if the anonymous users response or comment related with some sensitive issues, the admins should take the responsibility of it. Same goes to the free wireless services or private Wifi networks, they will presumed the wrongdoing towards the owners or users.


Hmm... yes. Although the internet platforms always do their best for the security of the users. But still we cannot make sure that, we would not been hacked by others and get sued. Anything might just happened to us.


This should be concerned as almost everyone of us is a part of the internet. It presumes guilt rather then innocence and allows the cyber criminals to be free. What if we are not be able to prove our innocence?

Topic Discussion 1: ACT114A [by Goh Zee Ruey 1112701008]

What is ACT114A?
Section 114A is the second of two amendments made to Malaysia's Evidence Act 1950.This amendment states internet users should take responsibility for any contents especially sensitive issue that being shared or posted on the internet or website or even from own computers, laptops and mobile devices.

How would ACT114A affect you?
According ACT114A, if someone hack or invade my personal account, house wifi connection or my mobile application account, and he or she publish or share something under my username, I will be the person who need to responsible those guilty posting contents unless I can prove my innocence. I will more aware that what I post and what I write in internet.

Does it really matter?
I think is yes. Maybe I will be one of the victim among those in one day and I may be sentenced to imprisonment, fines or being caught without any reason.

Should you be concerend?
I will concern this matter about this issue because afraid it will affect me in future and other internet users. I also get this information from Facebook, blogs and other websites.

What is ACT114A?
ACT114A is the latest amendment of the two amendments made to Malaysia's Evidence Act 1950. It is something that affects the Malaysian Internet industry and its users. It deals with harmful content or something that suspected illegal on the Internet. In short, this amendment holds those who accountable for publishing content online. 

How would ACT114A affect you?
As a Internet user, if someone hijack or abuse my account, my devices, and WiFi network to publish some illegal or harmful content, they will presume that I'm guilty of publishing those. This means that although I'm the victim, but still I'm considered guilty until I've proven innocent under Section 114A.Therefore, I must always be alert when posting or publishing content on the Internet, especially about those sensitive issues.

Does it really matter?
I think yes. Who knows one day I might be one of the victims of identity theft? Some professional hackers might just get to misuse my WiFi network easily and they might abuse those accounts registered under my name.

Should you be concerned?
Yes, not only me but everyone. In fact, I just get to know about this lately since Aug 14 is the Stop114A Internet Blackout Day. Many of my friends posted about this on the social network like Facebook and Twitter. This amendment threatens the right to freedom of expression as well. As a conclusion, the Internet freedom is very important to all of us.

Topic Discussion 1: ACT114A [by Michelle Tan 1112702287]

Section 114A is “Presumption of Fact in Publication”, a new amendment to the Evidence Act 1950.
This ACT114A states that any owner, administrator, host, editor, subscriber of a network or website, or owner of a computer or mobile devices is presumed to have published or re-published its contents.
This law will impact anyone who uses the Internet and the above stated devices. This means that it affect EVERYONE, from individual users to businesses.

 ACT114A affects me in a way where when I get frapped by friends, I will be the one who is going to be responsible. Apart from that, if my house wifi connection is secured but someone managed to hack without my knowing, and he/she publish something offensive or against the law, I’m the one that will have to be responsible because the wrongdoer used my wifi connection.

 This ACT114A really matters me because in any way, I might just get sued, or being brought into a court case and just get fined or jailed.

After research and getting to understand everything, I am very concern about this ACT114A because I'm worried that it might affect me as an individual unknowingly.

ACT 114A is an amendment to the Evidence Act 1950 and it's trying to make Internet user to take up the responsibility of any content being shared on the world wide web from their electronic devices, mainly computers, tablets and smart phones or even Internet connection regardless of the poster. In short, as long as you are the host, you'll be pleaded guilty unless you can prove your innocence.
How would it affect me? As an active Internet user, I ought to feel affected but I believe as long as I take good care of my behavior and avoid touching on sensitive issues on the Internet, I suppose it wouldn't affect me for the time being.
Frankly speaking, it does matter to me because I run a blog and a forum and with this, I'm more aware now about the security and posting permissions on my social networks.
I'm very much concerned about this issue as it would affect not only me but other Internet users as well. We might not see how it's affecting us right now but in the future, we may as this new law has just sparked up the idea to tech savvy and pro hackers in doing their tricks without getting caught easily.

What is ACT114A?
Basically is a kind of Internet Censorship law.
Section 114A, "Presumption of Fact in Publication", is a new amendment to the Evidence Act 1950. The amendment states that any owner or host of a network or website, or owner of a computer or mobile device is presumed to have published or re-published its contents. This law will impact everyone, every Internet user.

How would ACT114A affect you?
At the moment, it doesn't really affect me but I have to be alert with what I post and what I write in the net. To think further, it somehow increase my anxiety while using the Internet, is like living in fear, scared being caught for no reason.

Does it really matter?
I can't really give a precise answer for current situation, but to think ahead, it will be a yes. The reason is anything could happen without me knowing it (example: wifi being hack and misused). 

Should you be concerned?
Definitely I am concern about this matter and I am sure it is also a concern for most social network user because it somehow affect us in different way.
